ORA-00119 with DBCA

Question: I am running DBCA and I am getting this ORA-00119 error:

Copying database files
DBCA_PROGRESS : 1%
DBCA_PROGRESS : 2%
ORA-00119: invalid specification for system parameter LOCAL_LISTENER
ORA-00132: syntax error or unresolved network name 'LISTENER_DEV'
ORA-01078: failure in processing system parameters

When I execute the program, it calls an Oracle stored procedure and I get the fetching null value error.

How do I resolve this DBCA error?

Answer: In this case, the ORA-00119 and ORA-00132 errors say that Oracle cannot find a service name called listener_dev.
