Question: What
causes a login to SQL*Plus to fail with an ORA-12154 error
when my fast recovery area (FRA) becomes full? Why
does Oracle need the FRA at login time?
Answer: Clearly, Oracle needed to
write to the FRA at login time, and this makes sense since
the FRA contains redo information that would be needed to
roll-back a SQL*Plus login.
Oracle has a product user profile script that inserts
into Oracle, and this needed to be logged in the FRA: See
product_user_profile,
created when you run the pupbld.sql script The central
object behind this security model is a table called
sqlplus_product_profile, owned by the user SYSTEM, not SYS.
The solution is to remove data from the FRA (see
removing FRA logs )and/or increase the parameter
DB_RECOVERY_FILE_DEST_SIZE.

DB_RECOVERY_FILE_DEST_SIZE=800G scope=both;
