dbms_metadata_diff?
Answer: The dbms_metadata_diff
package is used to compare two schema tables. The
dbms_metadata_diff procedure lets you compare objects
between databases to identify metadata changes over time in
objects of the same type (e.g., table, index).
IMPORTANT: dbms_metadata_diff
is new in Oracle 11gR2, and
dbms_metadata_diff requires a license to the Oracle
Enterprise Manager Change Management option.

DBMS_METADATA_DIFF.COMPARE_SXML('TABLE','TABLE1','TABLE2')
from dual;
There is also the compare_alter procedure that gives the
alter statements to make the tables identical:
