Warren is a retired Navy Commander, a Certified Oracle Professional with a Master degree with over 15 years experience in advanced Oracle technology.  Warren's expertise is in training and Oracle troubleshooting.  An accomplished and entertaining instructor, Warren and has trained clients all over the world in advanced Oracle technologies.  Warren skills are so well-known in the industry that Warren was chosen to work for Oracle Corporate Education to train Oracle Support employees.  Warren is a frequent speaker at International Oracle conferences, the former chairman of the Mid-Atlantic Oracle Users Group and a former member of the board of directors of Oracle User Resource, producers of the East Coast Oracle conferences.

Warren was a founding member of this organization which annually produced a 3-5 day Oracle Developers conference on the East Coast attracting on average 500 Oracle professionals and 40 exhibitors.  He served as the chairman of the 1993 conference - ECO'93.

Recent consulting engagements include: database capacity planning for First Health, installation and implementation of Oracle9i FailSafe for the District of Columbia’s Department of Consumer and Regulatory Affairs, performance troubleshooting an Oracle Payables application for International Brotherhood of Electrical Workers, consultant DBA to Union Labor Life Insurance Company (ULLICO) and consultant DBA to Verizon.  He has also completed a Sybase to Oracle strategic study for a major government contractor.

Warren also authors, upgrades, and/or reviews Oracle course material for a variety of clients.  In addition to maintaining his own class material, he has written Oracle8i upgrades for Advanced Concepts Training and Global Knowledge’s DBA courses, has written an Oracle9i New Features for DBA course, and is currently serving as a technical editor for six Oracle courses for ElementK.


STR Corporation, Reston, VA, June 91 ‑ June 94, Director, Oracle Systems and Training

Warren was responsible for the development and management of all Oracle related training and consulting business for STR Corporation as well as participating in and managing course development and class instruction.   He managed all phases including advertising, marketing materials, course curriculum, scheduling, and on-site training projects and consulting services, which required cost estimates and contract negotiations.  During the three years that he has headed STR's Oracle business, that business grew over 500% while improving profitability over 13%.   He taught over 20 different courses including ORACLE7 database administration and CDE tools.  Additionally he had numerous consulting engagements primarily involved with database administration.


Science Applications International Corp., (SAIC), McLean, VA, October 89 ‑ June 91, Senior Computer Systems Analyst

Warren was task manager supervising up to three developers for all Oracle applications development efforts for the Electric Power Division of the Energy Information Administration.  While at SAIC he has also worked as an Oracle consultant to the Pittsburgh Energy Technology Center where he conducted Oracle training in the area of database administration and worked to establish development and documentation standards into their life cycle methodology.  He has also served as an Oracle Database Administration consultant to the Strategic Defense Initiative.


Computer Data Systems, Inc. (CDSI), Washington DC, May - October 89, Senior Systems Analyst

Warren was lead developer for a document tracking system designed in Oracle for the Management and Administration secretariat of the Department of Energy.  He served as technical consultant to other Oracle development tasks and worked as an advisor and mentor to junior Oracle programmers.


Designers and Planners, Inc., Arlington, VA, September 87 ‑ May 89, Systems Analyst

Under contract to the Commander, Naval Reserve Forces, Warren supervised a team of up to five developers and data entry clerks responsible for all computer support in the development of Navy Training Plans for the Naval Reserve.  This included database design, Oracle and DBASE applications development on both PC and VAX/VMS, and production and data entry supervision.  Warren supervised a complete redesign of the database and access tools as well as supervising the development of numerous new reports improving efficiency to the degree that two support positions were eliminated.
