ORA-12549: TNS:operating system resource quota exceeded Tips

I have a problem connecting to Oracle database. I tried to open
SQL*Plus and it gives an error message saying:
ORA 12549 TNS: operating system resource quota exceeded.
Could someone please help me resolve this ORA-12549 error?
The Oracle documentation has the following to say about ORA-12549:
TNS:operating system resource quota exceeded
The current user has exceeded the allotted resource assigned in the operating
Acquire more operating system resource, or perform a different function.
ORA-12549 error is a simple system resources problem as per MOSC Note 819394.1.
This is either:
1 - RAM shortage: To fix an ORA-12549,
simply check for processes that you can kill/stop to free memory or acquire more
memory. or pop-in a 4 gig RAM chip, adjust your PGA and you will probably be
good to go.
2 - OS parms: Maladjusted kernel
resource setting in /etc/system or var/opt/system in Solaris. First, check your
OS kernel parameters against your OS install guide, especially maxuproc and
root> cat /etc/system
3 - RMAN incompatibility: This
also throws the ORA-12577 error:
of Duplicate Db command at 07/29/2010 15:05:31
RMAN-03015: error occurred in stored script Memory Script
RMAN-03009: failure of backup command on prmy2 channel at
ORA-12577: Message 12577 not found; product=RDBMS; facility=ORA
In this case it is because the source and destination were different.
The source and duplicate databases must be on the same platform.
