ORA-12549: TNS:operating system resource quota exceeded Tips

Problem: 
I have a problem connecting to Oracle database.  I tried to open SQL*Plus and it gives an error message saying:

ORA 12549 TNS: operating system resource quota exceeded.

Could someone please help me resolve this ORA-12549 error?

Answer: 
The Oracle documentation has the following to say about ORA-12549:

ORA-12549: TNS:operating system resource quota exceeded

Cause: The current user has exceeded the allotted resource assigned in the operating system.

Action: Acquire more operating system resource, or perform a different function.

The ORA-12549 error is a simple system resources problem as per MOSC Note 819394.1.  This is either:

1 - RAM shortage:  To fix an ORA-12549, simply check for processes that you can kill/stop to free memory or acquire more memory. or pop-in a 4 gig RAM chip, adjust your PGA and you will probably be good to go.

2 - OS parms:  Maladjusted kernel resource setting in /etc/system or var/opt/system in Solaris. First, check your OS kernel parameters against your OS install guide, especially maxuproc and maxtsiz_64bit :

root> cat /etc/system
set shmsys:shminfo_shmmax=4294967295
set shmsys:shminfo_shmmin=1
set shmsys:shminfo_shmseg=10
set semsys:seminfo_semmni=24000
set semsys:seminfo_semmsl=100
set semsys:seminfo_semmns=24000
set semsys:seminfo_semopm=100
set semsys:seminfo_semvmx=32767
set tcp:tcp_conn_hash_size=4096

3 - RMAN incompatibility:  This RMAN recovery also throws the ORA-12577 error:

RMAN-03002: failure of Duplicate Db command at 07/29/2010 15:05:31
RMAN-03015: error occurred in stored script Memory Script
RMAN-03009: failure of backup command on prmy2 channel at 07/29/2010 15:05:31
ORA-17627: ORA-12577: Message 12577 not found; product=RDBMS; facility=ORA
